My mate's got a Labrador, he was out walking it a few weeks ago and he met a guy with two out of control Alsatians that were going nuts as soon as they saw him, proper jumping up pulling at the lead stuff. Well last night he met them again but one managed to slip the lead and attacked his dog, apparently he was on the next street but it came charging round the corner and clamped its jaws onto the lab, he's covered in bites, the poor bastard. He's had to go home and tell his young daughter what's happened.

What do you even do in that situation? Beyond furnishing the guy with a vet's bill :confused:

He met these dogs again yesterday; both owners with one dog each, no muzzles. Seems they were going absolutely nuts, all he bothered to say to them was "why are those dogs still alive?".

It depends wether your mate thinks the owners are reasonable and have a chat, probably not by the sounds of it?
The Danegerous dogs act was updated around 2014-15? It included ‘fear‘ of owner or their dog being attacked as well as actually attacking. Sounds like it warrants reporting to me.
Maybe them settling the vets bills and a word from the plod to the owners would be enough?

He's beyond caring, the owners are clearly daft ( I don't view them as aggressive people, just absolute dunces) so why try and engage?

Because. Dog today, running child tomorrow?
These arseholes are a menace to other people and harden attitudes towards all pet dogs. The Police should be informed at least so that it's on record that these dogs (owner) are out of control and dangerous.

The police were notified originally but they were of the belief that a dog biting a dog wasn't a crime.
A dog out of control in a public place is a crime when a person fears for their safety. I would certainly be scared if a feral shepherd attacked my dog if I couldn't kick it hard enough to disable it.

Aye, Quarterstaff pointed that out when this all kicked off the first time. But it's not my circus and they aren't my monkeys, it's just an example of how people lose what little common sense they have when it comes to dogs. Just look at all the bully XL owners burying their heads in the sand.
