Yep, but as an independent sovereign state that is harbouring and conniving with the leadership of a guerrilla warfare group, then they must surely expect some negative involvment to ensue.

Problem is nothing happens in a vacuum, there are feuds and grievances going back hundreds of years on both sides, add to that the machinations of politicians, arms trade and big business and there's nowhere to turn that you don't make sparks.
